Fence panels slide into pre-made channels in concrete posts and should be installed a minimum of 50mm above the ground to deter moisture damage. If you do not want a gap under your fence panel then consider using a gravel board as extra protection.
Fence panels should be fixed with screws or galvanised nails or with the aid of specialist clips. The fence panel again should be installed a minimum of 50mm above the ground or on top of a gravel board to deter moisture damage. If your post has been cut to size make sure the cut end is not put in the ground to minimise the risk of moisture ingress.
